When traveling by plane, passengers take their luggage and hand luggage with them. The plane has long been the fastest way to travel between cities and countries. On November 5, 2017, new norms and rules for the carriage of baggage and hand luggage on the plane. There are general rules for transporting things, but some airlines make their own additions to them. I would recommend familiarizing yourself with them before purchasing air tickets.

While I was preparing this article, the Ministry of Transport published the Order “On Amendments to the Federal Aviation Rules “General Rules” air transport passengers, baggage, cargo and requirements for servicing passengers, shippers, consignees.” So I tried to collect the most up-to-date information about the new rules for baggage and carry-on luggage.

General rules regulate the amount of luggage and its weight. From them you can also find out what is allowed and what is prohibited to take on board the plane. It is necessary to distinguish between such concepts as luggage and hand luggage.

Baggage refers to the items you check into the cargo area of ​​the aircraft. This could be a suitcase, bag, backpack, etc.

Carry-on luggage is the items you take inside the plane. During the flight, they are placed on a special shelf above the seats. If things are not bulky and will not interfere with your travel, they can be placed under the seat of the passenger in front.

Checked baggage is registered individually for each passenger. Most often this happens when checking in for a flight. The luggage is placed on a special conveyor belt, which shows its weight on an electronic scale. If there is no overload, the airport employee sticks a special barcode on it, and it is sent through the long, confusing tunnels of the airport straight to your plane. You will be given a baggage check-in ticket. Be careful with him. If your luggage suddenly gets lost, this coupon will be very useful to you.

There are currently three types of tickets:

  1. non-refundable without norm,
  2. non-refundable with baggage allowance
  3. returnable with luggage.

If your ticket includes baggage, the carrier cannot allow it to weigh less than 10 kg.

Most often, the allowed weight of free baggage is as follows:

  • for passengers traveling in economy class - 23 kg. per person
  • For business class passengers, baggage weight should not exceed 32 kg. per person

Most airlines keep the sum of three baggage dimensions to no more than 158 cm.

  • for children under 2 years of age, the free baggage allowance is 10 kg (the sum of three dimensions should not exceed 115 cm)
  • For children from 2 to 12 years old, the baggage allowance is the same as for an adult.

Important! Check the free baggage allowance and its dimensions before purchasing a ticket, as these parameters may differ for different carriers.

When traveling as a couple with one baggage, you are usually allowed to carry 30 kg, and not, as many would like, to combine the baggage allowance for one person. If your ticket includes baggage, then you will not need to pay additional fees when combining it.

Low-cost airlines most often charge an additional fee for luggage. Moreover, when purchasing a baggage ticket in advance, its price is lower than when paying at the airport. The difference can reach 50%. If you want to save money, calculate in advance how many things you will take with you.

If you paid for luggage, but in fact did not use it, then this amount is refundable. For example, you bought two pieces of luggage and used one. The actual difference must be returned. This measure refers to the weight, size and quantity of luggage.

Excess baggage allowance will have to be paid additionally. Each airline has its own tariffs for excess kilograms. It happens that airline representatives turn a blind eye to a slight excess of luggage, but you shouldn’t count on it.

Carry-on baggage rules

According to the new rules for passenger transportation, the carry-on baggage allowance has been determined. It must be at least 5 kilograms. At the same time, the carrier may, at its discretion, increase this minimum rate. For example, to increase the attractiveness of your tickets. The dimensions of hand luggage are also left at the discretion of the carrier. I think many have heard about the minimum size of a backpack or handbag allowed in the cabin, measuring 36x30x27 y.

In practice, the following parameters are most often encountered:

  • for economy class passengers – up to 10 kg.
  • for business class passengers – up to 15 kg.

The sum of the three dimensions should be no more than 115 cm.

Hand luggage can be weighed both at check-in and before boarding the plane.

In my flight experience, I have encountered many times the fact that hand luggage was simply not weighed. It all depends on the stringency of the airlines' requirements.

Additionally, the passenger has the right to take with him into the aircraft cabin

  • outerwear
  • suit in a suitcase
  • bouquet of flowers
  • women's handbag, briefcase, backpack (weight and dimensions set by the air carrier)
  • baby food for the child during the flight
  • chairs, strollers for children, as well as a removable cradle from the stroller (the dimensions of which are established by the carrier)
  • medicinal and dietary preparations
  • crutches, canes, walkers, rollators, folding wheelchairs used by a passenger and having dimensions that allow them to be safely placed in the aircraft cabin on a shelf above the passenger seat or under the seat in front of the passenger seat;
  • goods purchased in Duty free, packed in a sealed plastic bag (weight and dimensions are established by the carrier)

These items will not be weighed or labeled.

According to the new rules, a laptop, mobile phone and an umbrella. But they can be put, for example, in a briefcase or backpack, which are allowed for free transportation.

What not to take on a plane

Almost anything can be placed in airplane luggage, with the exception of things that can cause harm to the airliner and passengers:

  1. highly flammable substances and liquids: gunpowder, firecrackers, sparklers, acentone, gasoline, etc.
  2. weapons: firearms and bladed weapons (checkers, swords, swords, etc.). Transportation is possible only with special documentation.

You need to approach the arrangement of hand luggage more carefully. There are significantly more restrictions on transportation here. Ural Airlines

Free transportation of 1 piece of luggage weighing up to 10 kilograms is allowed, regardless of class.

Animals transported in the aircraft cabin must be kept in a special container or cage measuring 45x35x25; their weight must not exceed 8 kilograms.

Low-cost airlines and charters

Low-cost airlines are more strict about carrying bags in the cabin. They will require you to pack all your belongings (including what the rules allow as extras) in one bag.

Luggage weight restrictions must be checked with the air carrier.

Russian low-cost airline Pobeda allows free transportation of 1 piece of luggage up to 10 kg and measuring 158 cm in three dimensions.

However, the option does not apply to children under 2 years of age. Additionally, it is allowed to take everything that is stipulated by the general rules.

Charter flights also set their own rules transportation of bags in the aircraft cabin (in Russia and abroad), which may differ from the general rules.

The free baggage allowance is set by the carrier and stipulates the number of pieces and weight of baggage per aircraft passenger. In this case, the free baggage allowance established by the carrier cannot provide less than ten kilograms per aircraft passenger.

123. When a passenger enters into an agreement for the carriage of passengers by air, which provides for a free baggage allowance, the carrier is obliged to accept baggage for transportation within the limits of the free baggage allowance.

124. 125. 126. The passenger has the right to declare the value of his checked baggage.

The value of checked baggage is declared for each piece of baggage separately.

For transportation of baggage with a declared value, a fee is charged, the amount of which is established by the carrier.

Payment for transportation of baggage with a declared value is certified by a miscellaneous fee order or a receipt for payment excess baggage, which indicates the points between which the passenger has declared transportation of baggage with a declared value.

127. At the request of passengers traveling together for the same purpose of travel to the same airport (point) of destination or airport (point) of stop on the same flight (family members, persons traveling together or going on a business trip), and upon conclusion for such passengers, contracts for air carriage of passengers that provide for free baggage allowance, the carrier is obliged to combine the amount of free baggage allowance by weight of each passenger.

If the passengers specified in this paragraph enter into contracts for air transportation of passengers that do not provide for free baggage allowance, and provided that such passengers pay for baggage according to the baggage tariff established by the carrier, the carrier is obliged, at the request of the passengers, to combine the weight of baggage provided for by the baggage tariff.

The weight of one piece of combined baggage must not exceed thirty kilograms and is accepted for transportation without charging an additional fee.

If the weight of one piece of combined baggage exceeds thirty kilograms, payment for such baggage is carried out in accordance with paragraph 136 of these Rules.

128. Each piece of checked baggage must have proper packaging that ensures its safety during transportation and handling and excludes the possibility of harm to passengers, crew members, third parties, damage to the aircraft, the baggage of other passengers or other property.

129. Baggage that has external damage that does not affect its safety during transportation and handling and cannot cause harm to passengers, crew members, third parties, or damage the aircraft, luggage of other passengers or other property, may be accepted for transportation as registered luggage with the consent of the carrier. In this case, the presence and type of damage is confirmed by the passenger’s signature.

130. The passenger is not recommended to put fragile and perishable items, banknotes, jewelry, precious metals, securities and other valuables, business documents, keys and other similar items into his checked baggage.

131. The weight of one piece of checked baggage should not exceed 50 kilograms, with the exception of a wheelchair used by a disabled passenger and other persons with disabilities.

132. The passenger's checked baggage must be transported on the same aircraft on which the passenger is traveling.

133. An aircraft passenger has the right to carry hand luggage in the cabin of the aircraft within the limits established by the carrier without additional payment (hereinafter referred to as the free hand luggage allowance).

Items that do not contain substances and objects prohibited for transportation in the aircraft cabin, the weight and dimensions of which are established by the carrier and allow them to be safely placed in the aircraft cabin, are accepted as hand luggage.

The free hand luggage allowance established by the carrier cannot be less than five kilograms per passenger.

Carry-on baggage that exceeds the free carry-on baggage allowance established by the carrier in weight and/or dimensions is checked in by the passenger as baggage in accordance with the terms of the concluded passenger air carriage agreement.

134. The passenger is obliged to take care of the safety of hand luggage and items specified in paragraph 135 of these Rules carried in the aircraft cabin. Upon departure, the passenger is obliged to take with him the hand luggage and things specified in paragraph 135 of these Rules placed on board the aircraft.

135. As hand luggage in excess of the norm established by the carrier in accordance with paragraph 133 of these Rules, and without charging an additional fee, the passenger has the right to carry the following things:

a backpack, the weight and dimensions of which are established by the rules of the carrier, or a handbag, or a briefcase with things included in the backpack, or bag, or briefcase;

bouquet of flowers;

outerwear;

baby food for the child during the flight;

suit in a suitcase;

a device for carrying a child (baby cradle, restraint systems (devices) for children under two years of age, baby carriage and other devices) when transporting a child, the dimensions of which are established by the carrier’s rules and allow them to be safely placed in the aircraft cabin on a shelf above the passenger seat or under the front passenger seat;

medications, special dietary needs in the amount required for the duration of the flight;

crutches, canes, walkers, rollators, folding wheelchairs used by a passenger and having dimensions that allow them to be safely placed in the aircraft cabin on a shelf above the passenger seat or under the seat in front of the passenger seat;

goods purchased in duty-free shops at the airport, packaged in a sealed plastic bag, the weight and dimensions of which are established by the carrier’s rules.

136. Transportation of oversized baggage, heavy baggage, service dogs, pets and birds is paid based on its (their) actual weight, dimensions and number of pieces according to the baggage tariffs established by the carrier, regardless of the passenger’s other belongings transported as checked baggage, with the exception of the dog - a conductor traveling with a passenger deprived of vision, a wheelchair, crutches, canes, walkers, rollators used by a disabled passenger and other persons with disabilities, as well as a baby stroller used by a passenger, having dimensions that do not allow for its safe placement (them) in the aircraft cabin on a shelf above the passenger seat or under the seat in front of the passenger seat, and transported without charging an additional fee.

140. Not allowed for transportation by air items that may cause harm are included as luggage aircraft, persons or property on board the aircraft, animals and birds (except for pets (birds) and service dogs), insects, fish seeding material, reptiles, rodents, experimental and sick animals, as well as objects and substances transported by air as baggage is prohibited by the legislation of the Russian Federation, international treaties of the Russian Federation, as well as the legislation of the country to, from, or through the territory of which transportation is carried out.

At the end of 2017, President Putin V.V. a law was signed amending the “General Rules for the Air Transportation of Passengers, Baggage, Cargo and Requirements for Services for Passengers, Shippers, and Consignees.” According to the adopted law, Russian airlines introduce uniform rules for baggage transportation on airplanes, with the exception of Aeroflot's subsidiary Pobeda.

Let's take a look at what rules are relevant in 2020 for carrying luggage on an airplane.

According to the November law, new baggage allowances allow a bag or suitcase weighing up to 30 kg per piece. Less is allowed, more is not allowed. Each passenger is provided with individual luggage.

Important! Allowable weight things depend on the ticket category: economy, business or first class. The higher the ticket class, the more options available in terms of baggage capacity.

Separate luggage can be checked in for a child under two years of age. The weight of the bag should not exceed 10 kg.

There is no single global standard for all airlines. It is worth focusing on the country to which the passenger is flying. For example, when traveling to Dubai, items and literary publications of a religious nature, with the exception of Islam, are prohibited from being transported. Also consider the restrictions of each airline individually.

Excess baggage

So, if a passenger has purchased an economy class ticket, he can carry luggage weighing up to 23 kg. For larger cargo, the traveler must pay extra, but some air carriers allow a slight excess without additional payment.

If you know in advance that baggage will fall into the excess baggage category, check the cost of the surcharge with your air carrier.

Baggage over 30 kg – heavy luggage

Carrying baggage on an airplane: new rules equate weight over 30 kg to the heavyweight category. Previously, the maximum weight was up to 32 kg.

For such cargo you have to pay extra for each kilogram. There are no uniform tariffs; each company sets the price at its own discretion.

In addition to excess weight, there may be excess dimensions in the sum of three dimensions. Such things include:

  • alpine skis and other large sports equipment;
  • musical instruments, for example, guitar, double bass;
  • household appliances, such as a refrigerator.

To transport such goods, a preliminary agreement with the company is required. Before your flight, contact customer support. On the day of departure, it is better to arrive at the airport in advance, as special cargo will take longer to register.

Some carriers allow ski equipment to be carried free of charge. winter time or dive boards for resorts.

Companies have the right to refuse to transport oversized cargo if cargo compartments too small or there was not enough space.

Baggage free ticket

A number of airlines support baggage-free travel. According to it, the passenger flies only with hand luggage. This method has both advantages and disadvantages. The advantages include the low cost of flights. The negative side is that the tickets are non-refundable.

Consolidated baggage

For couples, traveling families, colleagues and friends there is a luggage consolidation service. You can put all your things in one suitcase, which will be counted as one piece of luggage.

Fragile luggage

When transporting glassware, electronics and decorative items, many passengers worry about the safety of things, because most often at airports suitcases are treated carelessly and thrown into a general dump.

It is better to take fragile items that meet the parameters of hand luggage into the aircraft cabin. The main thing is that things do not contain liquid. You will have to discard jars of jam and compotes by putting them in the luggage compartment.

Hand luggage

What weight of luggage is allowed on the plane? Changes to the air travel law that came into force in November limited the minimum weight of hand luggage. Previously, it was possible to carry at least 10 kg free of charge for non-refundable and refundable tickets, now the limit is from 5 kg.

Most carriers allowed you to carry a suitcase weighing 10 kg on board. There was an additional charge for luggage in the luggage compartment.

The new law means that the airline is required to take 5 kg or more into the cabin, but it is possible to increase the weight if desired. For example, S7, UTair and Aeroflot announced their intention to maintain the previous norm of 10 kg.

What items can you take into the cabin without checking them in as hand luggage?

According to the old requirements, it was allowed to take the following things into the salon free of charge without weighing, tagging or registration:

  • costume;
  • laptop;
  • video camera;
  • camera;
  • mobile phone;
  • baby food for the duration of the unlimited flight;
  • baby carrier (folding cradle or folding stroller);
  • books, magazines, newspapers;
  • outerwear;
  • women's handbag;
  • briefcase;
  • a folder with papers and documents;
  • cane;
  • crutches;
  • umbrella;
  • bouquet of flowers.

Now the umbrella, laptop and cell phone are excluded from the list. The Ministry of Transport explained these changes as an opportunity to remove the listed items from the bag.

In addition, the list of free items has been supplemented with a new item - a backpack. The management of Pobeda Airlines confirmed the information that the carriage of backpacks will be allowed if its size fits into the established standards by the company.

For Pobeda, hand luggage restrictions will be 36x30x27, while the minimum ticket price starts from five hundred rubles.

Items allowed in hand luggage and on you

A passenger may wish to keep a number of items with him or her in hand luggage. These include:

  • carbon dioxide cylinders (used to activate artificial limbs);
  • glasses repair tools, including a screwdriver less than 50 mm long;
  • lighter or non-hazardous matches (only with you);
  • pacemaker;
  • other pharmaceutical devices, including those using radioactive isotopes, with lithium batteries. Allowed to be kept only with oneself;
  • robot toy;
  • razors, including disposable ones;
  • eyelash curler;
  • nitroglycerin tablets or spray for treatment;
  • oxygen cylinders for medical purposes;
  • injection needles for a passenger with diabetes or specialized medications.

Actions in case of loss

No one is protected from losing things during air travel. Items go missing while being loaded or unloaded into the luggage compartment, or they are accidentally sent on another flight.

In case of loss of personal belongings, follow the instructions:

  1. Make sure you have your baggage receipt on hand;
  2. Contact the missing items department with the form;
  3. Write a statement;

Within three weeks, the carrier chosen by the passenger is obliged to find the items and return them. The parcel is delivered to your home free of charge, and the client does not have to go anywhere or pay anything.

If damaged luggage is returned or missing after three weeks, you can contact the company with a request to compensate for the losses.

If the carrier refuses to compensate for the damage, the citizen has the right to request a written refusal, with which he can go to court for further proceedings.

The Montreal Convention enshrines an international agreement that stipulates the maximum possible compensation for the loss of a bag - 1131 SDR (artificial reserve and payment instrument issued by the IMF). This is approximately $1500.

In practice, the figure depends on the specific carrier. Foreign companies pay on average $20/kg. Large foreign airlines may pay the excess amount according to their internal rules. Russian airlines pay approximately 600₽.

If a passenger loses luggage while traveling international flight, you should apply for a search no later than a week after the date of receipt of the items.

On domestic flights It is allowed to file a claim within six months from the date of loss.

Standard compensation requires a description of the missing luggage. If you have receipts for lost items, you can present them with the application. Then you should expect a full or partial refund.

Advice! If you are transporting fragile or valuable items, insure them before the flight with declared value by paying an additional fee.
