There are only a few weeks left until the return of "minibuses" to the usual routes connecting Moscow and the Moscow region. The Moscow Department of Transport has held competitions to select carriers for their service. The countdown of the days before the start of their work has begun.
Better late than never. Is it better than nothing?
On April 19, it was announced. In total, 30 contests were identified for playing 59 routes, the last of which started on June 16. And already on June 19, the first carriers were determined. It is already known who will serve the first 50 routes. For the rest, the tenders will end by mid-August.
"On the organization of regular passenger transportation ..." it is determined that the carrier is obliged to start carrying out transportation no later than sixty days from the date of the open tender. Thus, all 59 routes must begin transporting passengers no later than October 10, 2017.
It was the transfer of transport workers to work under the new law that led to the closure of many "minibuses" running between Moscow and the Moscow region. It turned out that some of the routes had been approved only by the Moscow Department of Transport, or only by the Ministry of Transport of the Moscow Region. For this reason, they were unable to enter the starting lineup of the new register of adjacent interregional routes between Moscow and the Moscow Region. After the conclusion of an intergovernmental agreement, this document began to be jointly maintained by the transport departments of the two regions.
The agreement itself also appeared a few months later than the Federal Law had suggested. This further complicated the situation with suburban transportation. After all, all this time, many carriers have been working without permits, having no legal opportunity to obtain them. The last ones were, as usual, the passengers. In many places, there was no alternative to routes that turned out to be illegal. This is the very situation that can be described by paraphrasing the well-known expression as “you cannot agree to close”. And no one dared to put a comma in it in any place.
In the area of \u200b\u200bresponsibility of the Moscow Region Ministry of Transport, there were much more unilaterally agreed routes than the Department of Transport - 144 versus 59, but tenders were held for them at the end of last year. And in February-March, carriers have already entered the majority of routes.
The Moscow Department of Transport prepared much more competitions for its 59 routes. During this time, carriers who tried to work for them without appropriate permits were repeatedly fined. Their cars were taken to impound parking lots. As a result, passengers were deprived of their usual means of communication.
Having reset the route network in such a barbaric way, the metropolitan transport workers, however, did not raise transportation to a higher quality level, as was done with city routes. The new “old” suburban lines will continue to operate at unregulated rates, without providing passengers with benefits. The tickets "Troika", "Strelka", "90 minutes", "Ediny" and others will not be valid here either.
Old acquaintances and not only
Quite a serious struggle unfolded for the right to serve the revived routes. For many lots, the number of participants reached five or nine. Only two routes passing through the territory of New Moscow received one application each. Among the winners of the competitions already held, there is not a single company that is the official carrier of the software, although a number of them tried to participate. But the list contains their close "relatives" who are part of the same transport holdings.
Some carriers were not visible on the capital's roads for almost a year, after August 15 last year. Now the companies "Goodwill", "Mentor 1", "West Line", "Lyubertsy Transport Agency" are back in the game. Someone, like Krasnogorsk-Auto, Balashikha-Express and Autoline-Mytishchi, 6th Taxi Park, Northern Trakt, did not stop working on others agreed by both regions, commuter routes... There are also those whose names did not appear in transportation in the Moscow region before - "Trans-Balt", "Reliable companion".
Although most of the 59 launched routes have operated before, there are some that passengers will be able to travel for the first time. These are, in particular, routes №№ 1105 “Moscow (Rasskazovka) - Art. Vnukovo - Forest town ", 1141 "Moscow (metro" Chertanovskaya ") - SEC" New Luzhniki " 1187 "Moscow (metro" Oktyabrskaya ") - International University", 1190 “Moscow (settlement Shishkin Les) - st. Golitsyno ".
Other routes are well known to passengers with completely different numbers. So, the route № 1172 "Moscow (metro" Medvedkovo ") - Mytishchi (station Perlovskaya)" is better known as № 412 , route № 1174 "Moscow (metro station" Vykhino ") - st. Reutovo "- under № 598 and the route № 1176 "Moscow (metro" Novogireevo ") - Balashikha - 2 (SNT" Polyana ")" - under № 110 ... The letter “k” in the region was added to all routes operating at unregulated tariffs. While in Moscow this is the designation of a shortened route.
Due to the fact that some routes were transferred between the Moscow and Moscow region parts of the joint registry, Muscovites also got several routes with the letter ending of the numbers - No. 164k, 376k, 589k.
Many of the formally interregional routes are in fact, as they extend into the region for one or two kilometers. For example, the route № 1187 , which will run along almost the entire Leninsky Prospekt. Or route № 1170 , which outside the city limits will be only the Shcherbinskoe cemetery, and within the city - the microdistricts of Konkovo, Tyoply Stan, Kommunarka, Novoye Butovo, Yuzhnoye Butovo and Shcherbinka. It will be difficult without exact knowledge of geography to find traces of the Moscow Region territories and on the route No. 358, 376k and 696 .
When can I ride?
TR. ru presents a tentative timetable for the start of new-old routes. These are the dates no later than which carriers must enter the routes. The dates can be changed by transport companies depending on their readiness for an earlier or later time. In the second option, they may be subject to penalties. In particular, the route No. 589k has already started working in early August.

The sequence of actions of the Moscow Department of Transport is not the first time raising questions. While the authorities are preparing to revive nearly six dozen lines of "minibuses", from July 29 on the direction between Zelenograd and the stations of the Moscow metro, the routes of private carriers are fully compensated by the forces of "Mosgortrans".

According to the Ministry of Transport and Road Infrastructure of the Moscow Region, at the moment there have been no proposals to open new municipal routes from the Lyubertsy administration. At the same time, from April to June 2017, not a single officially operating route was canceled in the city district.

Some representatives of privileged categories of citizens complain that in minibuses they have to pay the full cost of a ticket, that drivers do not provide the benefits they are entitled to.
According to the law, passenger transportation is carried out both at regulated tariffs - with the provision of benefits, and at unregulated tariffs that are set by the carrier itself.
According to the Ministry of Transport, when passenger transportation at unregulated tariffs, the carrier makes the decision on the provision of benefits independently, based on the financial capabilities of the transport organization. Neither federal nor regional laws oblige the carrier to provide benefits. Transportation of privileged categories of citizens is not compensated, tax benefits are not provided.
Thus, prices at unregulated tariffs are influenced by various factors, primarily the price of fuel and the cost of servicing equipment. In addition, the level of competition in the transport services market plays a role. Given the high saturation route network in Lyubertsy, the Ministry of Transport does not expect an increase in tariffs.

According to the Lyubertsy administration, the decision to cancel some buses in the city district was made by the Ministry of Transport of the Moscow Region without prior approval and notifying the administration of the decision.
"Currently, the opening of new municipal routes is not planned," - said in an official letter to the Lyubertsy administration.
The RIAMO in Lyubertsy portal will continue to monitor the situation.
By the end of October, 16 new bus routes will be launched between Moscow and the Moscow Region. Buses will run to railway stations, villages and major entertainment centers in the Moscow region.
“Eight private companies have received the right to transport passengers in these directions. At the moment, 43 new routes are already operating between the capital and the region, ”said the Deputy Mayor of Moscow, the head.
Carriers undertake to comply with safety and travel comfort standards. The buses will undergo a technical inspection, and the drivers - a medical one. At the same time, most of the companies undertake to bring modern and comfortable rolling stock of ecological class "Euro-5" to the routes, install air conditioning and heating systems for the cabin, video surveillance, passenger information and others that improve the quality of service.
